Rwanda's New Workforce: Power Up as Agriculture Fades

According to the most recent Labour Force Survey conducted by the National Institute of Statistics of Rwanda (NISR), there is a positive development indicating that though agriculture continues to be the primary source of employment in Rwanda, the job landscape is gradually transitioning towards the services sector. As of February 2025, approximately 43.7% of individuals were engaged in agricultural activities, which marks a decline from the previous figure of 46.9%. It should also be noted that back in early 2019, only about 39.8% of positions fell under the category of agriculture. During the peak impact phase of the COVID-19 pandemic—specifically between 2021 and 2022—the percentage surged to around 52%; however, it subsequently decreased again, reflecting economic stabilization. Conversely, significant progress can be observed within the realm of the services industry. At present, roughly 42% of those who hold down work roles are involved in various fields including but not limited to healthcare, transportation logistics, commercial banking institutions, accommodation facilities, educational establishments et al., marking an uptick from merely 39.4% over the equivalent timeframe one year prior. Prior to the onset of the global public health crisis, the share held by the services division was recorded at nearly 41.2%. This data unequivocally indicates that increasing numbers of citizens are gravitating towards careers associated with providing goods or rendering specialized assistance rather than participating directly in agrarian pursuits. Such transformations generally occur concurrently alongside broader socio-economic advancements wherein populations progressively disengage themselves from rural livelihood models centered predominantly upon crop cultivation in favor of metropolitan occupations characterized often enough by higher remuneration packages coupled invariably with enhanced occupational security provisions too. Consequently, these trends dovetail seamlessly with overarching national developmental goals aimed squarely at positioning Rwanda firmly among nations distinguished primarily through their reliance on intangible assets derived chiefly via intellectual capital deployed efficiently across multiple domains ranging widely from telecommunications networks infrastructure deployment initiatives right through to cutting-edge research & development endeavors undertaken consistently now increasingly so even outside conventional industrial settings traditionally regarded heretofore strictly as being confined solely thereto alone.
